How to do it?

Getting started – current GP Registrars on the Bristol VTS scheme

Your educational programme will include an introduction to HPE, and information and support in producing a PLP. Depending on when you finish the VTS scheme, you will be invited to an HPE ‘Start-Up’ day (in August/September, or February/March). The aims of this day are to

bullet equip you with all the information you need to know about HPE
bullet ensure you qualify, by looking at your PLP / helping you to develop it
bullet give you all HPE dates for the first 12 months of your eligibility
bullet offer support for your ongoing learning
bullet answer any question you might have.

Getting started – GPs who have previously finished the Bristol VTS scheme, and GPs who have come to Bristol from elsewhere

Remember: HPE now runs for 2 years from the date on your JCPTGP certificate. If you are new to Bristol and/or obtained your JCPTGP certificate up to 6 months ago, you do qualify for the scheme. If you don’t fall into these categories, but obtained your certificate no more than 12 months ago, please do contact us: in some cases you can still claim under the scheme.

Get in touch with one of the HPE team (contact details below), and we will, as appropriate

  • invite you to the next ‘Start-Up’ day (see detail above)
  • help you with your PLP
  • give you all the information you need about the scheme.

Your PLP

Send your PLP, covering a period of 12 months from when you write it, to the postal address below, or to Jo Hennessy (email: jhennessey@cix.co.uk).

We recommend you use our PLP template, but you can use any other one you like, or you can devise your own. If you do use our template, please not that you should send one copy of the first page for each of your Learning Needs. Don’t, at this stage, send the second page. You’ll find our PLP template by clicking on the section ‘HPE forms’.

If you would like help in completing a PLP, you can view a support document called ‘Personal Learning Plans. A Guide by the Bristol GP Educationalist Team’. Do this by clicking on the section ‘HPE PLP’. Alternatively, you can contact us directly.

Once we receive your PLP, we will contact you to acknowledge this. Your PLP will then be looked at by us, and a feedback form returned to you. Please keep a copy of the original Plan. Your feedback form will be accompanied by a letter confirming that your acceptance onto the HPE scheme, except in (rare) circumstances where we would like you to make some major revision to your PLP prior to its being accepted.

At the end of the PLP 12 month period, we would ask you to send us a record of the learning you have undertaken and an evaluation of that learning. If you are using our PLP template, this should be completed on the second of the 2 pages. You’ll receive from us an assessment: the record/evaluation and assessment together are designed to assist you in optimising your learning experiences, and should inform the further PLPs you produce.

Around this time, please send us your PLP for the following 12 months.

Claiming for HPE activities

Please use the form ‘Claim for reimbursement of Locum Fees’. You can find this by clicking on the section ‘HPE forms’.

Claims should be made retrospectively, and should be sent to us no more frequently than every 3 months (longer if you wish).

If you are in doubt about whether an educational activity can be claimed for, do contact us in advance for guidance. Broadly, any activity which assists your professional development is valid. At the same time, bear in mind these 2 points:

  • 50% of your claims should be for group activity
  • there should be some breadth of educational experiences evident, looking at both your PLP and your HPE claims as a whole.

Once we receive your claim form, we will notify you of the date it came to us, confirm approval of your claim, and tell you when it was signed and forwarded by us for further processing. If you have confirmation of our approval, you will receive the money claimed, but payment is often slow. Once the money arrives at your nominated Practice, it will be identified as belonging to your claim: hence if the money is coming to you (as a locum) the Practice should contact you when the money arrives.
