Regulations governing HPE
The Personal Learning Plan and Time limits
HPE is open to all who have completed a GP vocational
training scheme. The eligibility period extends for 2 years from the date on
your JCPTGP certificate. In order to qualify you must

have an active Personal Learning Plan |

attend an HPE course within a maximum of 6 months of
the date on your JCPTGP certificate. In the cases of GPs who have arrived
from outside the area, this attendance must be within 6 months of your
contact with the Bristol GP Educationalist team. |
We will support you in producing a PLP. Currently, your
first PLP can be produced after you finish your GP Registrar year (but
before you make any claim under the HPE scheme). From April 2004, a PLP must
be produced before the end of your Registrar year. If you are within the
Bristol VTS scheme, support and guidance in producing a PLP will be included
in your educational programme.
Sessions that can be claimed
You may claim up to 40 half day sessions (or 20 whole
days) for educational activities. This equates to a maximum payment of
£5000.
What is the money for?
The money is to pay for locums and service cover while
you are engaged in learning, and is paid to your Practice. If you are
working as a locum, the money reimburses you for time when you would have
been earning. In this case, you need to nominate a Practice to which HPE
payment will be made, and which in turn will forward the sum to you.
Fees payable for any organised educational activity are
your responsibility. However, all courses specific to GPs on the HPE scheme
are free of charge.
What kinds of learning can I claim for?
Broadly, whatever is suited to your professional
learning needs or interests. We expect that some of your HPE claims will
relate to items on your PLP, but this will not always be the case: ie you
can claim for educational activities not stated on your PLP, and you PLP may
well include some Learning Needs which you meet without claiming HPE funds
for them.
The HPE Scheme asks that at least 50% of the sessions
you claim for are group learning activites. These might include attending
courses (HPE or other) and any small group learning. Group learning is
essentially any activity where you are together with other learners, and at
least part of your learning comes from interaction with these people.
